Ministries, programme offices and their consultants still ask for “an NPS for KSA government” and treat a Digital Experience Maturity Index rank as the answer. It is not. A government customer satisfaction survey Saudi Arabia brief has to name the service, the channel, the beneficiary and the decision the score will change — before the first invitation is sent. This guide sits on the industry insights hub and is written for non-pharma public-sector and citizen-experience briefs. It is not an SFDA or physician-survey file.

Search results mix panel farms, Dubai CX houses and generic “e-government” decks. Few say which official programme they are copying, and fewer say what they will not claim. BioNixus is a primary market research firm, founded in 2012, with 118 clients in 48 countries and 127 studies so far in 2026 (120 in 2025). Custom work is $10,000 to $60,000. The delivery scope is guaranteed in writing. Findings are not. See the industries hub, B2B market research and public-sector market research in Saudi Arabia.

Quick facts a 2026 government CSAT in the Kingdom can cite, October 2026

    • 86.71% overall on the Digital Government Authority’s 2025 Digital Experience Maturity Index (Advanced), covering 50 platforms, up 1.67 percentage points from 85.04% on 39 platforms in 2024 (DGA DXMI 2025; NTP 2025).
    • Absher 93.95%, ZATCA 93.25% and Tawakkalna 91.89% led the 2025 index. Beneficiary satisfaction across platforms was 87.09% (Advanced, +4.75 points); user experience 88.53%; complaints handling 80.05%; digital inclusion 75.30% (Competent). The “Evaluate Your Digital Experience” CSAT launched on 26 February 2025 and drew more than 370,000 participating beneficiaries (DGA).
    • 61 platforms are in scope for the 2026 DXMI cycle, still scored on four perspectives and 20 themes, with beneficiary satisfaction measured by CSAT (DGA 2026 guideline).
    • UN EGDI rank 6 of 193 in 2024 (score 0.9602), up 25 places from rank 31 in 2022. DGA reports fourth globally on the Online Service Index, seventh on e-participation, and Riyadh third among 193 cities (UN EGDI; DGA; Vision 2030 Annual Report 2025).
    • 1,300+ services on Tawakkalna in the Vision 2030 2025 annual-report account; SDAIA’s live statistics list 33 million Tawakkalna users, 1,000+ services, 77 countries and 7 languages (Vision 2030; SDAIA).
    • 448,243,708 Absher electronic transactions in 2025 (417,370,816 Individuals; 30,872,892 Business). Unified digital identities passed 28 million in December 2024 and exceeded 32 million by the 2025 transaction release, with 1,140+ entities reachable via Nafath (SPA, 25 December 2024; SPA, 14 May 2026).

What does a government customer satisfaction survey Saudi Arabia brief have to specify?

A government customer satisfaction survey Saudi Arabia programme is not “run NPS on Absher.” It tells a ministry, a Vision 2030 programme office or a concessionaire whether a named service is usable, trusted and completed — by a named beneficiary, on a named channel, in a named city. Five specifications separate a usable file from a dashboard nobody can defend:

    • Which service? Issuing a national ID, paying a traffic fine, booking Hajj, opening a labour-file, collecting a subsidy, or “government” as a whole. Adaa already splits measurement into journeys and entities (Adaa; Adaa FAQs). A brief that does not name the service is copying a league table.
    • Which channel? Absher Individuals, Absher Business, Tawakkalna, a ministry portal, a service centre, a call centre, or a mixed journey that starts on Nafath. DGA’s 2025 index treated Tawakkalna as an authorised digital channel, not as a synonym for every government interaction (DGA DXMI 2025).
    • Which metric? CSAT for a named transaction, effort for a completion, mystery shopping for a centre, or a journey index. DGA’s beneficiary-satisfaction perspective is a CSAT survey, not NPS (DGA; DGA 2026 guideline). If you want NPS, write the 0–10 recommend item and do not call the DGA score NPS. The recommend-question discipline on customer satisfaction surveys in the UAE is the same; the Saudi public-sector frame is not.
    • Which beneficiary? Saudi citizen, resident, visitor, Hajj guest, or a business user on Absher Business. Mid-2024 residents were 35.3 million, 55.6% Saudi and 44.4% non-Saudi (GASTAT). A citizen-only quota and a resident-wide quota are different studies.
    • Which decision? Close a complaint loop, redesign a step, defend a Vision 2030 KPI, or compare a concessionaire with a ministry baseline. A score without an owner is a press release.

Desktop TAM can frame those questions. It cannot answer them. Adjacent pages include public-sector market research in Saudi Arabia, public-sector market research and the consumer-side sibling consumer survey research in Saudi Arabia.

If the study identifies respondents, the Personal Data Protection Law applies. SDAIA’s controller-and-processor guide records the in-force date as 14 September 2023, with a one-year grace period to 14 September 2024 (PDPL; SDAIA). Write the legal basis, the retention rule and the deletion path into the method note before the first incentive is paid. The 2025 ICC/ESOMAR Code still requires participation to be voluntary and consent to be freely given, specific and informed (ICC/ESOMAR).

Why Vision 2030 made government service quality a measured KPI

Vision 2030 did not ask ministries to “feel digital.” It asked them to move on published indices. The 2025 annual report records that Saudi Arabia improved 25 places on the UN E-Government Development Index between 2022 and 2024, exceeding the interim target, on the way to a top-five ambition by 2030 (Vision 2030 Annual Report 2025). The UN series itself puts the Kingdom at rank 6 of 193 in 2024 with an EGDI of 0.9602, against rank 31 in 2022 (UN EGDI). DGA’s readout of the same report is more granular: fourth globally on the Online Service Index, seventh on e-participation, and Riyadh third among 193 cities (DGA).

That is why a government CSAT brief in 2026 is a performance brief, not a communications brief. The National Transformation Program publishes the Digital Experience Maturity Index as a tracked KPI: 77.26% in 2022, 80.68% in 2023, 85.04% in 2024 and 86.71% in 2025, against a 90% target (NTP 2025). A custom study that “explains” those numbers without naming the service will be compared with DGA’s platform scores in the first steering meeting. Write the comparison rule in the proposal.

The same annual report states 87% public trust in government performance and first place globally on the 2025 Edelman Trust Barometer government-trust reading (Vision 2030). Those figures are national trust readings. They are not a CSAT for traffic, housing, Hajj or a municipal counter. Citizen satisfaction research KSA that quotes them as a category norm is mixing constructs. Use them as context; measure the journey you own.

Paperless delivery is now the default claim. The Vision 2030 2025 annual-report page says more than 1,300 services are available through Tawakkalna (Vision 2030). That is a catalogue size. It is not evidence that a given beneficiary completed a given service without friction. The research question is still: which step failed, for whom, in which language, in which city.

What the DGA Digital Experience Maturity Index already measures

The Digital Government Authority launched the Digital Experience Maturity Index in 2022 under Article 4 of its statute, which instructs the Authority to issue measurements, indicators, tools and reports on digital-government performance and beneficiary satisfaction (DGA Digital Experience). The index is annual. It is a platform-maturity score, not a population CSAT.

The 2025 report is the file a 2026 brief has to know by heart. Overall maturity reached 86.71% at the Advanced level across 50 digital platforms, 1.67 points above 2024, when 39 platforms were assessed at 85.04% (DGA DXMI 2025). Four perspectives sit under the total:

    Perspective (2025)ResultLevelWhat it is
Beneficiary satisfaction87.09% (+4.75 vs 2024)AdvancedUser CSAT, including “Evaluate Your Digital Experience” (DGA)
User experience88.53% (+0.10)AdvancedExpert assessment of usability, availability, accessibility, integration, personalisation (DGA)
Complaints handling80.05% (+0.11)CompetentChannels, response and resolution (DGA)
Digital inclusion (sub-index)75.30%CompetentAccess for persons with disabilities and the elderly; introduced as a 2025 sub-index (DGA)

The top ten overall scores in 2025 were Absher 93.95%, the Zakat, Tax and Customs Authority platform 93.25%, Tawakkalna 91.89%, Etimad 91.43%, Qiwa 91.06%, Ehsan 90.95%, the Ministry of Tourism portal 90.78%, GOSI 90.35%, Sehhaty 89.71% and Senaei 89.58% (DGA DXMI 2025). Those are platform scores. They are not private-sector CSAT norms, and they are not a ministry-wide citizen score. Absher’s 93.95% does not describe a municipal counter in Abha.

Beneficiary satisfaction in 2025 was fed by the “Evaluate Your Digital Experience” survey, launched on 26 February, with more than 370,000 participating beneficiaries (DGA). The 2026 introductory guideline keeps CSAT as the user-satisfaction instrument, restates the four perspectives and 20 themes, and expands the target list to 61 platforms (DGA 2026 guideline). A custom government customer satisfaction survey Saudi Arabia programme that duplicates that CSAT on the same platforms, in the same window, is wasting the budget. A custom programme that measures a journey DGA does not score — a mixed digital/in-person Hajj path, a concessionaire counter, a complaint close-loop — is the brief BioNixus is hired for.

DGA’s own method is mixed: beneficiary CSAT, expert UX review, evidence on complaints systems, and field visits to platform headquarters (DGA). That is a useful reminder for commercial teams. A single WhatsApp poll is not an equivalent of the national index, and it should not be presented as one.

Absher, Tawakkalna and Nafath: channels, not a sample frame

Absher and Tawakkalna are the two channels almost every government CSAT deck names. They are not interchangeable, and neither is a population frame.

Absher is the Ministry of Interior’s service stack: Individuals, Business and Government. On 25 December 2024 the ministry told the Saudi Press Agency that unified digital identities issued through Absher had surpassed 28 million, unlocking Interior services and more than 500 government and private entities through Nafath (SPA). The 14 May 2026 SPA release on 2025 operations put executed electronic transactions at 448,243,708 — 417,370,816 on Absher Individuals, including 331,480,864 digital-wallet document views, and 30,872,892 on Absher Business — with unified digital identities above 32 million and more than 1,140 entities reachable via Nafath (SPA). Those are transaction and identity counts. A user who opened a wallet is not a completed-service CSAT respondent. Quota on completed transactions if that is the universe; do not quota on “has Absher.”

Tawakkalna is SDAIA’s super-app. SDAIA’s published statistics list 33 million users, more than 1,000 services, more than 200 card types, availability in 77 countries and seven languages, and first place among 39 government platforms in the 2024 DXMI (SDAIA). Vision 2030’s 2025 annual-report page states that more than 1,300 services sit on Tawakkalna (Vision 2030). In DGA’s 2025 index Tawakkalna scored 91.89% overall, third behind Absher and ZATCA, and led the beneficiary-satisfaction perspective (DGA). A brief that says “survey Tawakkalna users” still has to say which service inside the app, in which language, after which event.

Nafath is the national access layer, not a CX metric. Interior’s 2024 and 2025 Absher releases both treat Nafath as the gate to other entities (SPA; SPA). Login success is a technology KPI. Satisfaction with the service behind the login is a different item. Do not collapse them.

Internet access is not the constraint it was a decade ago. GASTAT’s 2025 ICT survey found 99.0% of individuals aged 15–74 used the internet, with 98.4% mobile access (GASTAT). Online intercepts can reach that band. They still miss in-person centre users, elderly beneficiaries who need assisted digital journeys — the inclusion gap DGA scored at 75.30% Competent (DGA) — and anyone whose last government contact was a counter, not an app.

How Adaa measures beneficiary journeys and mystery shopping

The National Center for Performance Measurement (Adaa) is the other official measurement system a government CSAT brief has to sit beside. Adaa’s published mandate is to improve public entities by measuring the quality of government services and beneficiary satisfaction with them, at two levels: the beneficiary journey (a partial measurement across the entities in that journey) and the entity (a complete measurement of that entity’s services, digital and in-person) (Adaa; Adaa FAQs). Hajj and Umrah are the worked examples on the mandate page (Adaa).

That split is the one commercial teams skip. A ministry wants an “entity CSAT.” A Vision 2030 programme office wants a “journey CSAT.” They are not the same n, the same questionnaire or the same report. Write which Adaa level you are mirroring — or say, in the proposal, that you are not mirroring Adaa and why.

Hajj is where the method is most public. On 12 June 2024 the Saudi Press Agency reported that Adaa had measured beneficiary satisfaction with 81 Hajj 1445 services across 18 government agencies (SPA). Mystery shopping sits inside that system: shoppers perform the rituals and rate procedure ease, centres, electronic systems, staff, speed and outputs (SPA). The Ministry of Hajj and Umrah’s 1447 AH note describes a further expansion: more than 3 million pilgrims and Umrah performers from 177 nationalities measured in 2025, against 50 nationalities in 2022, collected through field interviews, the Nusuk application, a Mystery Guest programme, focus groups (more than 200 employees) and technical solutions, across seven journey stages from registration to departure (Ministry of Hajj and Umrah).

A commercial government customer satisfaction survey Saudi Arabia that ignores those programmes will be asked, in the first steering meeting, why its n, its items and its mystery-shop protocol differ. Answer that in the proposal. Pair a Hajj or Umrah CSAT with the hospitality country page only when the object is a hotel or a transport concession, not when the object is a rite: see hospitality market research in Saudi Arabia.

Methods for a custom government CSAT in the Kingdom

Pick the method from the decision, not from a vendor menu. Four designs cover almost every 2026 public-sector brief.

    DesignUse whenDo not use when
Transactional CSAT (DGA-style)You own a named digital service and need a score comparable in construct, not in number, to DGA’s CSAT (DGA)You need a recommend score, a mystery-shop of a centre, or a multi-entity journey
Journey index (Adaa-style)The beneficiary crosses agencies — Hajj, labour, housing, a start-up licence (Adaa)You only need one platform’s digital UX
Mystery shop / mystery guestThe failure is at a counter, a holy-site service, a call centre or a script (SPA; Ministry of Hajj)The universe is app-only and there is no physical step
Mixed mode (CAWI + CATI + CAPI)You will claim a national or city citizen number, including assisted-digital and centre users (GASTAT; DGA inclusion)The buyer is a 15–74 app user and the task is a two-minute intercept

Write the item. “Satisfied,” “happy” and “the service met my expectations” are not interchangeable. DGA’s 2025 beneficiary-satisfaction themes include general satisfaction and expectations, quality of information and content, and beneficiary support (DGA). If you want a DGA-adjacent construct, lock those themes. If you want NPS, lock the 0–10 recommend wording in Arabic and English and do not report it against 86.71%. The sibling UAE CSAT, NPS and CES guide sets that wording rule; reuse the discipline, not the Dubai scores.

Sampling follows the beneficiary, not the app install base. A citizen-only housing CSAT should track Saudi / non-Saudi and city cells against GASTAT’s mid-2024 55.6 / 44.4 split and the Riyadh–Jeddah–Eastern geography, or say that it is a single-city file (GASTAT). An Absher Business file is a B2B sample: name the role, as on B2B market research in the UAE. An online-only file in a 99.0% internet-using 15–74 band is still not a national household frame (GASTAT).

Closed loop is part of the method when the sponsor can recontact. DGA’s complaints perspective is the official reminder that channels, response and resolution are scored separately from CSAT (DGA). Name who calls a detractor, in which language, within how many hours, and what they may offer. ISO 20252:2026 is the service-requirement standard to ask a supplier to name (ISO 20252:2026). ESOMAR is the consent standard (ICC/ESOMAR).

How should citizen satisfaction research KSA run Arabic fieldwork?

The Basic Law is unambiguous: the language of the Kingdom is Arabic, and the capital is Riyadh (Basic Law of Governance). Citizen satisfaction research KSA that fields English first and back-translates is starting in the wrong language. Author the CSAT item, the scale labels and the closed-loop script in Arabic, then produce a conceptually equivalent English version for non-Saudi residents and for bilingual digital users. Record language of interview as a variable.

Non-Saudis were 44.4% of mid-2024 residents (GASTAT). Many complete Absher and Tawakkalna journeys in English or in another non-Arabic language; Tawakkalna itself is published in seven languages (SDAIA). A Hajj mystery-guest file has a different language mix again: the Ministry of Hajj’s 2025 measurement covered 177 nationalities (Ministry of Hajj and Umrah). One Arabic script does not cover Gulf, Egyptian and Levantine respondents, and it does not cover a Malay- or Urdu-preferring pilgrim. Cognitive-test the versions you will actually field.

Gender-appropriate interviewing still matters on household CAPI and at some centres, even when the digital channel is universal. Internet use among females aged 15–74 was statistically level with males in GASTAT’s 2025 ICT survey (GASTAT). That fact licenses an online female cell; it does not license a mixed-gender night-time intercept as a national female sample. Digital inclusion is the other fieldwork constraint DGA has now scored: 75.30% Competent in 2025, with accessibility for persons with disabilities and the elderly called out as a sub-index (DGA). If those groups are in universe, assisted-digital and CAPI cells belong in the design.

Mode effects on satisfaction items are large. Do not change from in-app intercept to CATI mid-tracker without a bridge sample. DGA’s own 2025 cycle mixed a public CSAT, expert UX review and headquarters field visits (DGA). Adaa’s Hajj work mixes surveys, mystery guests and focus groups (Ministry of Hajj). A custom tracker should be at least as explicit about mode as those programmes are.

Personal data from identifiable CSAT and audio files is PDPL processing, in force 14 September 2023 (PDPL; SDAIA). Ask where open ends live, who can see a national ID or Iqama appended to a ticket, and how a respondent withdraws. A “research exemption” slide is not a lawful basis.

How to choose a government CSAT research firm

Ask every government customer satisfaction survey Saudi Arabia shortlist to answer these in the proposal — not in a capabilities slide:

    1. Which official series will you sit beside — DGA DXMI, Adaa journey/entity, or both — and what will you not claim against 86.71% or Absher’s 93.95% (DGA)?
    2. Which service, channel and beneficiary are in universe, and how do Absher, Tawakkalna and Nafath enter the sample as channels rather than as the frame (SPA; SDAIA)?
    3. Will the CSAT item, scale labels and closed-loop script be written in Arabic first, with a tested English twin (Basic Law)?
    4. Which mode will you use for which cell, and why is an app intercept not the whole design (GASTAT; DGA inclusion)?
    5. How will personal data be processed under the PDPL (PDPL; SDAIA)?
    6. What is guaranteed in writing — scope, minimum sample and re-field, or the findings themselves?
    7. Will invoices carry 15% VAT where the supply is taxable (ZATCA)?

Global CX networks that rank for NPS dashboards are often strong at a shared platform score. They are not automatically strong at an Arabic, city-quota, mixed-mode citizen file that has to survive a Vision 2030 steering committee. Local fieldwork houses are often strong at CAPI routing, not at sample design against DGA and Adaa. A primary-research firm is hired to do both. BioNixus does that job and will work alongside an existing panel or counsel.

Why brief BioNixus for government customer satisfaction research in Saudi Arabia?

BioNixus is not a panel reseller and it is not a dashboard vendor. It is a primary market research firm founded in 2012. It has served 118 clients in 48 countries and has run 127 studies so far in 2026, after 120 in 2025. Custom pricing is $10,000 to $60,000. Forty client reviews sit on the firm’s public profiles. Regional leadership offices are the US headquarters in Sheridan, Wyoming; London EC1V 2NX; and Cairo in Sheikh Zayed. Dubai, Al Khobar and Salmiya, Kuwait, are field offices. BioNixus is in the process of opening a São Paulo office by the end of 2026; Latin America is covered today from the US office with a local consultant network. The tagline is “Guaranteed in writing.” That guarantee is the scope, the minimum sample, replacement of non-qualifying respondents at no charge, re-field at our cost if agreed quotas are missed, and a pilot fee credited to the main field — not the accuracy of a finding.

US teams brief Sheridan. UK and European teams brief London. Fieldwork for the Kingdom is designed with the Al Khobar field office and bilingual Arabic–English teams, including gender-appropriate CAPI and female moderators where the brief needs them. FAQFrequently asked questions

What does a government customer satisfaction survey Saudi Arabia brief have to specify?
It has to specify the service, the channel, the beneficiary, the metric and the decision the score will change before fieldwork starts. DGA’s Digital Experience Maturity Index already scores platforms with CSAT. A custom study is hired to measure the journey the brief owns, not to reprint 86.71%.
Is the DGA Digital Experience Maturity Index a substitute for a custom CSAT?
No. The 2025 index scored 50 platforms at 86.71% Advanced, with Absher at 93.95% and Tawakkalna at 91.89%, using a CSAT survey that drew more than 370,000 participating beneficiaries. Those are platform-maturity scores. They are not a municipal-counter CSAT, a Hajj journey index or an NPS. The 2026 cycle expands the list to 61 platforms; it still does not replace a custom file.
How should citizen satisfaction research KSA treat Absher and Tawakkalna?
Treat them as channels. Absher executed 448,243,708 electronic transactions in 2025 and has more than 32 million unified digital identities. Tawakkalna has 33 million users and more than 1,000 services on SDAIA’s statistics, and more than 1,300 services in Vision 2030’s 2025 account. Having the app is not a completed-service sample. Quota on the event you need to score.
How should Arabic fieldwork run for a government CSAT?
Author in Arabic first: the Basic Law states that the Kingdom’s language is Arabic. Field a tested English twin where non-Saudis (44.4% of mid-2024 residents) or seven-language Tawakkalna users sit the interview. Record language as a variable. Online can reach the 99.0% internet-using 15–74 band; CAPI and assisted-digital cells still cover centres and the inclusion gap DGA scored at 75.30%.
What did Adaa already measure on Hajj?
Adaa measures beneficiary satisfaction at journey level and entity level. For Hajj 1445 it measured 81 services across 18 government agencies, including mystery shopping. The Ministry of Hajj and Umrah reports that 2025 measurement covered more than 3 million pilgrims and Umrah performers from 177 nationalities, using field interviews, Nusuk, Mystery Guest, focus groups and technical solutions.
How much does custom government CSAT research in Saudi Arabia cost with BioNixus?
Custom government customer satisfaction programmes from BioNixus are typically $10,000 to $60,000 depending on sample size, cities, mode, language and whether the output is a one-off CSAT or a tracker. The scope, minimum sample, respondent replacement and re-field are guaranteed in writing. Findings are not. Taxable supplies carry 15% VAT.
Why brief BioNixus rather than reuse a DGA score?
DGA scores platforms. BioNixus writes the frame against official series and fields a bilingual, gender-appropriate instrument from the Al Khobar field office. US teams brief Sheridan; UK and European teams brief London EC1V 2NX. Forty client reviews sit on the firm’s public profiles. The tagline is “Guaranteed in writing.” That guarantee is the scope, not finding accuracy.
