Retail, hospitality and financial-services teams in the UAE often ask for “an NPS study” when the decision is actually about a single transaction, a journey or a relationship. This guide sets out how a customer satisfaction survey company UAE brief should choose among CSAT, NPS and CES, how an NPS survey company Saudi Arabia specification should write the recommend question, and which public measurement programmes already exist in Dubai and the Kingdom. It sits in our industry insights series, next to B2C market research and country pages such as UAE retail market research and Saudi retail market research.
Quick facts: CSAT, NPS and CES for UAE and Saudi briefs, October 2026
- NPS construction: one 0–10 “how likely are you to recommend” item; promoters 9–10, passives 7–8, detractors 0–6; NPS = % promoters − % detractors (Net Promoter System).
- Loyalty pattern Bain reports: promoters account for more than 80% of referrals; detractors account for more than 80% of negative word of mouth; passives repurchase and refer at rates up to 50% lower; NPS leaders grow more than twice as fast as competitors (Bain).
- Original CES (2010): “How much effort did you personally have to put forth to handle your request?”, 1 = very low effort to 5 = very high effort, among more than 75,000 contact-centre and self-service customers (Dixon, Freeman and Toman, HBR).
- Low-effort vs high-effort service: low-effort customers reported 94% repurchase intent, 88% intent to increase spend and 1% negative word-of-mouth intent; high-effort customers reported 81% negative word-of-mouth intent. In that service-interaction research, CES outperformed CSAT and NPS (HBR).
- ACSI construct: satisfaction is a weighted average of three questions, sitting in a cause-and-effect model from expectations, quality and value through to complaints and loyalty (ACSI).
- Dubai government, 2024 (released 18 January 2025): Customer Happiness 93.8%, Employee Happiness 86.7%, Mystery Shopper 95.8%; top customer-happiness scores were Mohammed Bin Rashid Housing Establishment 98.75%, DEWA 97.01% and Islamic Affairs 96.99% — the twentieth year of those surveys (Dubai Media Office).
- UAE PDPL: Federal Decree-Law No. 45 of 2021, in force 2 January 2022; processing generally needs the data subject’s consent; the UAE Data Office is the federal regulator (u.ae).
- Saudi PDPL: in force 14 September 2023, with a one-year grace period to 14 September 2024 (SDAIA).
What does a customer satisfaction survey company UAE measure?
A useful customer satisfaction survey company UAE programme measures the decision the score must inform, not a generic “happiness” number. Three questions separate a usable study from a dashboard that nobody owns:
- Which moment? A single interaction (a branch visit, a delivery, a claims call), a journey (onboarding, renewal, after-sales) or the relationship as a whole.
- Which metric? CSAT for that moment, CES for the effort of getting something done, NPS for likelihood to recommend the relationship. Mixing them without a plan produces three scores and no action.
- Which action? Closed-loop recovery for detractors, process redesign for high-effort steps, or offer and experience work for passives. Bain’s system treats the follow-up “why” and the closed loop as part of measurement, not an optional extra (Bain).
Private-sector UAE CSAT or NPS league tables are not cited here. Published government programmes, listed later, show how Dubai and federal entities already separate customer happiness, employee happiness, mystery shopping and real-time feedback. A commercial brief should be at least as precise about channel, language and sample as those programmes are.
For shopper evidence that a survey cannot see — facings, staff prompts, wait times — pair the tracker with a mystery-shop retail brief and the account map on retail companies in the UAE.
CSAT, NPS and CES compared
The three metrics answer different questions. They are not interchangeable, and a 2026 brief should name the wording and the scale, not only the acronym.
| Metric | Core question (as published) | Typical scale | Best for |
|---|---|---|---|
| CSAT | How satisfied are you with [this interaction / product / service]? | Often 1–5 or 1–7; ACSI uses a three-question weighted average (ACSI) | A named moment you can fix this quarter |
| NPS | How likely is it that you would recommend [company] to a friend or colleague? | 0–10; 9–10 promoters, 7–8 passives, 0–6 detractors (Net Promoter System) | Relationship health and referral risk |
| CES (2010 original) | How much effort did you personally have to put forth to handle your request? | 1 = very low effort to 5 = very high effort (HBR) | Service and self-service friction |
ACSI’s published model is a cause-and-effect system: customer expectations, perceived quality and perceived value drive satisfaction; satisfaction then drives complaints and loyalty (ACSI). That is why a single five-point “how satisfied were you?” item is not the same as an ACSI-style construct, and why a brief that says “run ACSI” must say whether it wants the three-question index or only a satisfaction label.
NPS® is a registered trademark of Bain & Company, Fred Reichheld and Satmetrix Systems (Bain). Using the name in a questionnaire does not, by itself, make the study a Net Promoter System: the published system also includes the reason question and a closed loop with detractors, passives and promoters.
How should you run CSAT in the UAE?
Write the CSAT item against a moment the operations team can change. “How satisfied are you with your overall experience of Brand X in the UAE?” is a relationship question wearing a CSAT label. Better items name the event: the last in-store purchase, the last app checkout, the last contact-centre call, the last hotel stay.
Then lock four design choices before scripting:
- Scale and top-box rule. A 1–5 item scored as “% who chose 4 or 5” is not comparable to a 1–7 item scored as a mean. Write the scale and the reporting rule in the brief.
- Language. Arabic and English versions must be conceptually equivalent, not word-for-word calques. “Satisfied” and “happy” are used differently in UAE government programmes; do not switch labels mid-tracker.
- Channel. SMS after a visit, in-app intercept, CATI and face-to-face exit interviews reach different customers. A mall intercept in Dubai is not a substitute for a national mobile sample.
- Drivers. Follow the rating with a short, structured reason list and one open “why” so the score has a cause, not only a trend line.
Hospitality and banking journeys split across emirates. A UAE hospitality CSAT that only samples Dubai beach resorts will not describe Abu Dhabi corporate stays; see UAE hospitality market research and UAE financial services market research when the brief is sector-specific.
NPS survey company Saudi Arabia: how to design the recommend question
An NPS survey company Saudi Arabia brief should start from the published item, not from a local paraphrase. The Net Promoter System asks how likely the customer is to recommend the company to a friend or colleague, on a 0–10 scale. Respondents who choose 9 or 10 are promoters, 7 or 8 are passives, and 0 to 6 are detractors. The score is the percentage of promoters minus the percentage of detractors (Net Promoter System).
Bain’s published loyalty pattern is why the follow-up questions matter. Promoters account for more than 80% of referrals. Detractors account for more than 80% of negative word of mouth. Passives look satisfied on a CSAT-style item but repurchase and refer at rates up to 50% lower. Companies that lead their industries in NPS grow more than twice as fast as competitors, in Bain’s account of the system (Bain). None of those findings is a Saudi or UAE private-sector benchmark. They are reasons to collect the “why”, to close the loop, and to report promoters, passives and detractors separately — not only the net score.
Specify, in writing, before fieldwork:
- The exact recommend wording in Arabic and in English, including whether the object is the brand, the branch, the app or the last product.
- That the scale is 0–10 with 0 labelled “not at all likely” and 10 “extremely likely”, unless you are deliberately running a non-NPS variant (in which case do not call it NPS).
- One reason question immediately after the score, plus permission to recontact detractors.
- Whether results will be cut by city (Riyadh, Jeddah, Dammam / Al Khobar), by channel, and by customer tenure.
- How Saudi personal-data rules will be met — the Kingdom’s Personal Data Protection Law came into force on 14 September 2023, with a one-year grace period to 14 September 2024 (SDAIA).
Saudi retail, hospitality and banking programmes need the same city and channel cuts as the UAE. Use Saudi hospitality market research and Saudi financial services market research when the NPS object is a hotel group or a bank rather than a grocer.
How do you do CES right?
The original Customer Effort Score, published by Matthew Dixon, Karen Freeman and Nicholas Toman in the July–August 2010 Harvard Business Review, asked: “How much effort did you personally have to put forth to handle your request?” on a scale from 1 (very low effort) to 5 (very high effort). The research covered more than 75,000 contact-centre and self-service interactions. Customers who had a low-effort experience reported 94% repurchase intent, 88% intent to increase spend and 1% negative word-of-mouth intent. Customers who had a high-effort experience reported 81% negative word-of-mouth intent. In those service interactions, CES predicted behaviour better than CSAT or NPS (HBR).
Later commercial “CES 2.0” wordings and 1–7 “made it easy” scales circulate in vendor decks. They are not the 2010 HBR item, and this guide does not treat any later wording as official. If you want CES, write the exact sentence and the exact scale in the brief. If you want a later variant, name the variant and do not compare the score to the 2010 findings above.
CES belongs on effortful journeys: a claim, a return, a SIM replacement, a card dispute, a hotel complaint, a government transaction. It is a poor relationship metric. Do not replace NPS with CES because a dashboard has only one slot.
What driver analysis actually moves the score?
A score without drivers tells the board that something moved, not what to change. Two layers are enough for most UAE and Saudi CX programmes:
- Structured drivers, shown to every respondent after the rating: waiting time, staff courtesy, first-contact resolution, price clarity, digital completion, delivery accuracy. Keep the list short enough that each item can be owned by one team.
- Open reason text, coded in Arabic and English to the same codebook, so a complaint written in Gulf Arabic is not dumped in “other”.
ACSI’s published architecture is a reminder that satisfaction sits between perceived quality/value and downstream loyalty (ACSI). A driver that does not map to an operational owner — “brand image”, “overall excellence” — will not move the next wave. Report each driver by segment (emirate or city, channel, tenure, language of interview) or the average will hide the only group that is leaving.
Why run bilingual Arabic-English fieldwork from Dubai?
UAE and Saudi customers switch language by channel and by moment. An English-only app intercept under-represents Arabic-preferring shoppers; an Arabic-only mall intercept under-represents expatriate cardholders. The instrument, the invitation and the interviewer prompts all need both languages, with the same meaning, not a same-word translation.
BioNixus fields this work from the Dubai field office in Thuraya Tower 1, Al Sufouh 2, with a Saudi field office in Al Khobar and a Kuwait field office in Salmiya. Regional leadership offices are in Sheridan, Wyoming (US headquarters), London (EC1V 2NX) and Sheikh Zayed, Giza. Arabic-English scripting, back-translation and interviewer briefing sit with the same team that writes the CSAT, NPS or CES item, so the scale labels do not drift between languages.

How should sampling, modes and the closed loop work?
Sampling is the part of a CX brief that most often fails quietly. Decide, then write down:
- Who is in universe. Last-30-day purchasers, active app users, guests who stayed, or all account holders? A relationship NPS on “everyone who ever bought” will not match an operational CSAT on last week’s tickets.
- Mode. Online, CATI, face-to-face or mixed. Mode effects are large on recommend scales; do not change mode mid-tracker without a bridge sample.
- Quota or weighting. Emirate or city, nationality band, channel, and value tier if the commercial team will cut results that way.
- Closed loop. Bain describes the system as including a follow-up with the customer, not only a score (Bain). Name who calls detractors, in which language, within how many hours, and what they are allowed to offer.
- Research ethics. The 2025 ICC/ESOMAR Code states that participation is voluntary and that consent must be freely given, specific and informed (ICC/ESOMAR Code 2025). That applies to incentive text, to “this call may be recorded”, and to any append of CRM data.
Which UAE and Saudi personal-data rules apply to CX surveys?
UAE Federal Decree-Law No. 45 of 2021, the Personal Data Protection Law, came into force on 2 January 2022. The official portal states that the law applies to processing of personal data, in full or in part, through electronic systems, inside or outside the country; that processing without the owner’s consent is prohibited except where it is necessary to protect a public interest or to carry out legal procedures and rights; and that the data owner may request correction and may restrict or stop processing. The UAE Data Office, affiliated with the Cabinet, is the federal data regulator (u.ae; UAE Legislation).
Saudi Arabia’s Personal Data Protection Law came into force on 14 September 2023. SDAIA’s controller-and-processor guide records a one-year grace period to 14 September 2024 (SDAIA). Ask any supplier where identifiable survey and audio files will be stored, who can see open-ended answers, and how a respondent withdraws.
Do not treat a “research exemption” as a substitute for a written lawful basis. If the CX programme appends ticket IDs, phone numbers or spend bands, that is personal-data processing, not a generic poll.
What do Dubai and Saudi government programmes already measure?
Commercial teams in the UAE are not writing on a blank page. Federal and emirate programmes already separate several CX instruments.
The UAE Government portal describes a Customer Happiness Charter for federal government services and a set of tools used to apply it: the Emirates Government Services Excellence Programme, customer-happiness studies, a Happiness Meter, Mystery Shopper studies, the Government Services Observatory (real-time satisfaction by website, app and customer-happiness centre) and Customer Pulse (a post-transaction survey that captures a suggestion, complaint or compliment) (u.ae). The Global Star Rating System, launched in 2011, rates service centres from 2 to 7 stars after independent evaluation; the assessment report includes customer-satisfaction and mystery-shopper results (u.ae).
Dubai publishes a separate, scored programme. On 18 January 2025 the Dubai Media Office reported that Sheikh Hamdan bin Mohammed approved the 2024 Dubai Government Excellence Programme results: average customer happiness 93.8%, employee happiness 86.7% and Mystery Shopper 95.8%. The highest 2024 customer-happiness scores were Mohammed Bin Rashid Housing Establishment at 98.75%, the Dubai Electricity and Water Authority at 97.01% and the Islamic Affairs and Charitable Activities Department at 96.99%. The Mystery Shopper work covered service centres, call centres, websites and mobile applications. 2024 was the twentieth year of the customer-happiness, employee-happiness and mystery-shopping studies (Dubai Media Office). Those figures are government-entity scores. They are not private-sector UAE CSAT or NPS norms.
In Saudi Arabia, the National Center for Performance Measurement (Adaa) publishes beneficiary-satisfaction work on named service packages. On 12 June 2024 the Saudi Press Agency reported that Adaa had measured beneficiary satisfaction with 81 Hajj 1445 services across 18 government agencies (SPA). A commercial NPS in the Kingdom should be equally explicit about which service, which agencies or brands, and which dates it covers.
How do you choose a CX research partner?
Ask every customer satisfaction survey company UAE shortlist, and every NPS survey company Saudi Arabia shortlist, to answer these in the proposal — not in a capabilities slide:
- Will you write the CSAT, NPS or CES item, in Arabic and English, in the proposal, including the scale labels?
- Which moment, journey or relationship does that item measure, and which team owns the drivers?
- What sample size, quotas and mode will you use in Dubai, Abu Dhabi and the Northern Emirates — or in Riyadh, Jeddah and the Eastern Province?
- How will you close the loop with detractors, and in which language?
- Where will personal data sit, and how do you meet the UAE PDPL and the Saudi PDPL?
- What will you not claim? A supplier that quotes an unpublished “UAE NPS average” is guessing.
