US, UK and European commercial teams often arrive in the Kingdom with a Gulf deck and a single “KSA” TAM. That is not market entry research Saudi Arabia. Entry research has to name the buyer, the city, the price, the channel and the MISA activity before capital, a lease or a hire is committed. This playbook sits on the industry insights hub and is written for non-pharma briefs — retail, technology, hospitality, financial services, industrials — not for SFDA or NUPCO files.
Search results for the phrase are a mix of incorporation shops and generic MENA consultancies. Few of those pages say how demand was measured. BioNixus is a primary market research firm, founded in 2012, with 118 clients in 48 countries and 127 studies so far in 2026. Custom work is priced from $10,000 to $60,000. The delivery scope is guaranteed in writing. Findings are not. For the wider non-pharma practice see the industries hub and B2B market research.
Quick facts a 2026 Saudi entry brief can cite, October 2026
- 35.3 million people at mid-2024, or 35,300,280 on the national statistics portal: about 19.6 million Saudis (55.6%) and about 15.7 million non-Saudis (44.4%), growing 4.7% from mid-2023 (GASTAT; my.gov.sa).
- SAR 119 billion of FDI inflows in 2024, up 24% from SAR 96 billion in 2023. Outflows were SAR 39 billion. Net flows were SAR 80 billion. The FDI stock reached SAR 977 billion. The United States recorded the largest net inflow (SAR 11 billion), ahead of the UAE (SAR 9 billion), France (SAR 4 billion) and the Netherlands (SAR 2 billion) (GASTAT).
- SAR 17 billion to SAR 388 billion: the National Investment Strategy aims to raise annual FDI more than twenty-fold from 2019 to 2030, and to lift investment (gross fixed capital formation) from 22% of GDP to 30% (MISA; Invest Saudi). Vision 2030’s 2025 annual report says FDI reached 2.8% of GDP in 2025 and remained below the 5.7% target (Vision 2030 Annual Report 2025).
- US$14.1 billion of US goods exports to Saudi Arabia and US$10.5 billion of goods imports in 2025, after US$13.1 billion of exports and US$12.9 billion of imports in 2024 (U.S. Census Bureau).
- £16.1 billion of UK–Saudi goods and services trade in the four quarters to the end of Q4 2024: UK exports £13.0 billion and imports £3.1 billion. Goods were £4.3 billion of those exports; services were £8.7 billion. Saudi Arabia was the UK’s 24th-largest trading partner (UK Department for Business and Trade).
- 123 million tourists in 2025, more than 30 million of them international, and US$81 billion of tourism spending, across 5,937 licensed tourism facilities (Vision 2030; Vision 2030 Annual Report 2025).
What does market entry research Saudi Arabia have to answer?
Market entry research Saudi Arabia is the work that tells a sponsor whether a named offer will sell, at a named price, in named cities, through a named channel, under a named investment activity. It is not a company-formation checklist, and it is not a Vision 2030 brochure. Five questions separate a usable study from a slide that nobody can defend in a London, New York or Frankfurt investment committee:
- Who buys? A household, a contractor, a hotel buyer, a distributor or a government procurer. GASTAT’s mid-2024 population is 35.3 million, but Saudis and non-Saudis do not share one age structure or one basket (GASTAT).
- Where? Riyadh, Jeddah and the Eastern Province are not interchangeable catchments. A Kingdom average hides the only city that can carry the first warehouse or the first store.
- At what price? A willingness-to-pay range that includes the Kingdom’s standard 15% VAT, not a US or UK ex-VAT ASP copied across (ZATCA; VAT Law).
- Through which channel? Who specifies, who stocks, who pays, and what the buyer switches to if you miss.
- Under which activity? MISA now registers investors against ISIC4 activities that are either available or restricted. The June 2026 Investor Guide does not treat every activity as 100% foreign-owned by default (MISA).
Desktop TAM built on a single syndicated report can frame those questions. It cannot answer them. Primary interviews and bilingual surveys can. That is the gap this playbook is written to close. Adjacent country pages for the same commercial questions include retail market research in Saudi Arabia, technology market research in Saudi Arabia and hospitality market research in Saudi Arabia.
Why can US, UK and European firms not copy a GCC playbook?
A Dubai instrument with Arabic labels is not a Saudi entry file. Three official series show why Western sponsors should not treat “the Gulf” as one market.
First, the buyer mix is not a UAE expat mix. GASTAT attributes 70.8% of the 2023–2024 population increase to males and 75.6% of the increase to non-Saudis. Saudis were 55.6% of the mid-2024 total; non-Saudis were 44.4% (GASTAT). Labour-heavy formats move with that in-flow. Family retail, schools and home-related categories move with the Saudi age pyramid. A UAE mall intercept will not describe either group.
Second, the trade already exists — and it is not a proxy for SKU demand. The US Census Bureau records US$14.1 billion of goods exports to Saudi Arabia and US$10.5 billion of goods imports in 2025, after a 2024 goods surplus of only US$292 million (U.S. Census Bureau). The UK Department for Business and Trade, using ONS totals for the four quarters to the end of Q4 2024, puts UK–Saudi trade at £16.1 billion, with UK exports of £13.0 billion — two-thirds of them services — and imports of £3.1 billion. Saudi Arabia was the UK’s 24th-largest trading partner and 0.9% of total UK trade. The UK’s outward FDI stock in the Kingdom was £6.2 billion at the end of 2023 (UK Department for Business and Trade). Those are bilateral trade and stock figures. They do not tell a manufacturer whether a named buyer in Riyadh will pay a named invoice.
Third, European capital is already in the official FDI register, and it is still not a demand curve. In 2024 France recorded SAR 4 billion of net FDI inflows and the Netherlands SAR 2 billion, behind the United States at SAR 11 billion (GASTAT). A French or Dutch parent that already has a holding company still needs city-level proof for the first operating SKU. Compare the method — not the numbers — with retail market research in the UAE and technology market research in the UAE if the same sponsor is sequencing UAE and KSA. The instruments are not interchangeable.
Which official numbers should a 2026 entry brief start from?
Use official series as the frame. Then replace the frame with primary evidence for the SKU. Do not invent giga-project revenues.
The investment frame
MISA’s National Investment Strategy is explicit: triple investment between 2019 and 2030; raise FDI from SAR 17 billion in 2019 to SAR 388 billion in 2030; raise GFCF from 22% of GDP to 30%. Priority sectors on the ministry’s own page are green energy, technology, healthcare and biotechnology, and mobility and logistics (MISA). Invest Saudi’s strategy PDF restates the 2030 FDI objective as about 5.7% of GDP and a GFCF volume of SAR 2 trillion (Invest Saudi). Vision 2030’s 2025 annual report then records the gap: FDI was 2.8% of GDP in 2025, “remaining below the target despite higher inflows” (Vision 2030 Annual Report 2025). An entry memo that quotes only the 2030 target, and not the 2025 out-turn, is selling a slogan.
On the official annual register series, 2024 inflows were SAR 119 billion and the stock was SAR 977 billion (GASTAT). That is the right way to write the frame: a dated official series, then the SKU evidence underneath it.
The growth and fiscal frame
Vision 2030’s 2025 report says non-oil activities now account for 55% of real GDP, that the economy has surpassed US$1 trillion, and that more than 1,000 reforms and 1,200 measures have been implemented, “including allowing 100% foreign ownership in most sectors.” Digital platforms reduced requirements for investment licences by 54% (Vision 2030 Annual Report 2025). Write it that way: “most sectors,” not “every activity.”
The Ministry of Finance’s Pre-Budget Statement for FY 2026, published on 30 September 2025, projected 2026 expenditure of about SAR 1,313 billion, revenue of about SAR 1,147 billion and a deficit of 3.3% of GDP (Ministry of Finance; Ministry of Finance Pre-Budget PDF). A market-entry model that ignores the fiscal year it is dated in will look stale the first time a credit committee opens the source table.
The consumer and visitor frame
Housing and tourism are the two official series Western consumer brands most often misuse. Vision 2030’s Housing Program says the Saudi-family homeownership rate reached 66.24% in 2025, against a 65% annual target and a 70% Vision 2030 target (Vision 2030 Housing Program; Vision 2030 Annual Report 2025). The 2025 annual-report landing page records 123 million tourists, more than 30 million international visitors, US$81 billion of tourism spending and 5,937 licensed tourism facilities (Vision 2030). Those are national totals. They are not a hotel-level occupancy proof and not a catchment for a Riyadh villa file.
What does MISA registration actually require?
Western counsel still writes “get a MISA licence.” The June 2026 Investor Guide describes investment registration under the Investment Law and its Executive Regulations. Registration is available for approved economic activities open to investment (ISIC4), according to whether the activity category is available or restricted (MISA).
For a standard establishment registration the guide asks for a foreign commercial register certified by the Saudi Embassy, identity documents where a GCC national is a partner, the last fiscal year’s financial statements authenticated by the embassy, and the activity-specific papers in Section 05.00. Holders of the Special Residency Permit are exempt from the first three of those documents. The estimated processing time is 10 working days. The fee is determined by the ministry on approval and must be paid within 15 business days of notification, or the registration is void (MISA).
Section 05.00 is where 100% ownership stops being a slogan. The same guide sets a minimum capital of SAR 30,000,000 for “100% Foreign Commercial,” plus a presence in at least three regional or global markets. Commercial activity with a Saudi partner is listed at SAR 26,666,667 with 25% Saudi participation. Communications activities list a 40% Saudi share; supportive communications activities list 30%. One-hundred-percent foreign engineering consulting asks for a presence in four countries and at least ten years of experience. One-hundred-percent foreign legal activity asks for a letter of approval from the Ministry of Justice (MISA). If a consultant tells you every Western brand can own 100% of every activity, ask which ISIC code they mean.
Registration is not a commercial registration, a municipality licence, a ZATCA file or a labour file. The RHQ Investor Manual lists those as later steps on the operating journey — trade name, commercial registration, Chamber of Commerce, labour and GOSI, Zakat and Tax, municipality (RHQ Investor Manual). Market entry research has to start before that stack is built, or the activity code and the demand evidence will not match.
When is an RHQ the entry vehicle — and when is it not?
The Regional Headquarters programme was launched in 2021. The Royal Commission for Riyadh City oversees it with MISA, with the aim of making Riyadh the premier MENA destination for regional headquarters (Royal Commission for Riyadh City). It is the right vehicle for a US, UK or European group that already operates in the region and wants to direct that region from Riyadh. It is the wrong vehicle for a first commercial SKU.
The official portal and the Investor Manual are aligned on the tests. The multinational must have a presence in at least two countries other than Saudi Arabia and the country of its headquarters, through subsidiaries or branches, and it must operate in MENA. The RHQ is a separate Saudi LLC or a registered foreign branch. It “shall not engage in direct commercial operations that generate revenue, except for activities permitted under the RHQ License.” Mandatory strategic-direction and management functions, plus at least three optional support activities, must start within one year. The RHQ must employ at least 15 full-time staff specialised in RHQ operations within one year, including at least three senior executives such as an executive director or vice president (RHQ portal; RHQ Investor Manual).
That is why an RHQ brief and a trading-entity brief need different research. An RHQ study tests whether the regional mandate, the 15-person team and the optional functions can be staffed and governed from Riyadh. A trading-entity study tests whether named buyers will pay. Do not brief one to answer the other. Incentives listed in the manual — human-capital benefits, tax incentives, premium residency and end-to-end support — are programme features, not a demand forecast (RHQ Investor Manual).
What five proofs must an entry study deliver?
| Proof the committee owes itself | What “proven” looks like | What fails the file |
|---|---|---|
| Addressable demand | A defined buyer, a unit of demand and a geography that matches the first site | A national market-size figure with no city split |
| Price, including tax | Paid-for willingness-to-pay or current invoice evidence, stated with the 15% VAT rule (ZATCA) | A US or UK ASP pasted onto a Saudi shelf |
| City and catchment | Riyadh, Jeddah or Eastern Province volumes that respect Saudi versus non-Saudi structure (GASTAT) | A “KSA” average presented as the first-year plan |
| Channel and substitution | Who specifies, who distributes, what the buyer switches to if you miss | A channel map with no interviews |
| Activity and ownership | The ISIC activity, the available-or-restricted flag, and any Section 05.00 capital or share rule (MISA) | A slide that says “100% foreign ownership” with no activity code |
Those five tests are the entry study. Everything else — PESTLE pages, giga-project photographs, a quotation from Vision 2030 — is context. Context does not repay a launch budget.
Primary work for a Saudi entry brief is usually a short, named programme:
- structured interviews with the people who specify or pay — contractors, distributors, procurement leads, household decision-makers, hotel buyers;
- a quantitative check on price, substitution and catchment, in Arabic and English;
- city quotas that match the first site, not a convenience panel in one mall;
- a source table that separates official series, supplier quotations and fieldwork.
If the study interviews residents or employees, the Personal Data Protection Law applies to personal data processed in the Kingdom. The English text of the law comes into force 720 days after publication in the Official Gazette. SDAIA’s controller-and-processor guide records the in-force date as 14 September 2023, with a one-year grace period to 14 September 2024 (PDPL text; SDAIA). Write the legal basis into the method note.
BioNixus prices that custom work between $10,000 and $60,000, depending on sample, cities and whether the output is a stand-alone entry file or a chapter inside a wider feasibility. The scope, timing and deliverables are guaranteed in writing. Accuracy of findings is not a claim we make.
How does the brief change by sector?
Retail, FMCG and consumer
Start from the official population split — 55.6% Saudi, 44.4% non-Saudi — then replace it with a catchment (GASTAT). A Riyadh family grocer and a Jeddah tourist-facing format do not share a demand curve. Price work has to state whether the shelf price includes the 15% VAT that ZATCA requires registered persons to charge on taxable sales (ZATCA). See retail market research in Saudi Arabia and B2C market research.
Hospitality and visitor catchments
Use the official visitor totals — 123 million tourists, more than 30 million international, US$81 billion of spending, 5,937 licensed facilities in 2025 — then prove the competitive set (Vision 2030). A national arrivals figure is not a hotel-level occupancy proof. A hospitality entry still needs length-of-stay, corporate versus leisure mix and a named set of substitutes. See hospitality market research in Saudi Arabia.
Technology, B2B and financial services
Technology and mobility sit on MISA’s NIS priority list (MISA). A B2B or fintech entry has to recruit the actual buyer committee, not a consumer panel, and it has to say whether the first legal vehicle is a trading entity or an RHQ that cannot take commercial revenue (RHQ portal). Use technology market research in Saudi Arabia and financial services market research in Saudi Arabia. The same buyer-committee discipline is the one used on financial services research in Egypt.
Real estate and industrial sites
Housing’s own numbers — 66.24% Saudi-family homeownership in 2025, 70% by 2030 — are the frame, not the catchment (Vision 2030 Housing Program). A Riyadh villa file and a Jeddah apartment file do not share a demand curve. Cross-check the method against real estate market research in Saudi Arabia and, if the same sponsor is comparing North Africa, real estate market research in Egypt.
How should you choose a market entry research partner?
Ask every firm, including BioNixus, to answer these questions in writing before you sign:
- Which official series will you use for population, FDI, trade and growth, and what is the date of each series?
- Will the study report by city, or only as “Saudi Arabia”?
- How many interviews or surveys will you complete, in which language, and with which quotas?
- Which ISIC activity, and which Section 05.00 capital or share rule, does the brief assume (MISA)?
- Is the first vehicle a trading entity or an RHQ that cannot take commercial revenue (RHQ Investor Manual)?
- What is guaranteed in writing — scope and timing, or the findings themselves?
- How will personal data from respondents be processed under the PDPL (PDPL)?
Local incorporation houses that rank for “company setup Saudi Arabia” are often strong at MISA paperwork and Arabic submission format. They are not automatically strong at demand evidence. A primary-research firm is the reverse. Many Western entry files need both: counsel who can file the activity, and a fieldwork team that can prove the tonnes or the tickets. BioNixus does the second job and will work alongside your existing counsel.

Why brief BioNixus for market entry research in Saudi Arabia?
BioNixus is not a company-formation house. It is a primary market research firm that writes the chapter a US, UK or European investment committee can actually interrogate. Founded in 2012, it has served 118 clients in 48 countries and has run 127 studies so far in 2026. Custom pricing is $10,000 to $60,000. Forty client reviews sit on the firm’s public profiles. Regional leadership offices are the US headquarters in Sheridan, Wyoming; London EC1V 2NX; and Cairo in Sheikh Zayed, the largest Middle East and Africa office. Dubai, Al Khobar and Salmiya, Kuwait, are field offices. BioNixus is in the process of opening a São Paulo office by the end of 2026; Latin America is covered today from the US office with a local consultant network. The tagline is “Guaranteed in writing.” That guarantee is the scope, not the accuracy of a forecast.
US teams brief the Sheridan headquarters. UK and European teams brief London. Fieldwork for the Kingdom is designed with the Al Khobar field office and bilingual Arabic–English teams. To brief market entry research Saudi Arabia, use the BioNixus contact form or email admin@bionixus.com. In the United States call +1-888-465-5557. In the United Kingdom call +44 7727 666682.
