    How a federation class becomes a Cairo or new-city award

    The Egyptian Federation for Construction and Building Contractors issues the class that public tenders still print as a gate. The commercial register and tax card sit with GAFI and the tax authority; they do not replace the federation grade. NUCA lets land and many housing packages in the new cities; the Ministry of Housing, Utilities and Urban Communities lets other public housing and utility files; the Ministry of Transport lets roads and rail. Payment follows the consultant’s certificate and, on many public files, a treasury cycle that private industrial owners do not share. Materials enter at Ain Sokhna, Damietta or Alexandria, then move to the Suez industrial corridor or the desert new cities under a named haulier. Labour camps on NUCA land need the community authority’s camp permit plus manpower-ministry paperwork. Dollar-linked steel and equipment make many method statements a forex conversation as much as a pour sequence.
