    How a ministry class becomes a Cairo suite or a Red Sea allotment

    Classification sits with the Ministry of Tourism and Antiquities. A hotel’s commercial register is a second stamp; a Red Sea or South Sinai governorate lodge licence is a third. Operators then split by offtake. Cairo flags sell Sunday-to-Thursday suites to banks, embassies and TMCs. Red Sea and South Sinai properties sell allotments to TUI, Travco and other tour desks — a contract that looks nothing like a Marriott corporate rate. Orascom’s El Gouna is a destination P&L: the group owns the town fabric as well as hotels. Accor, Hilton and Marriott manage or franchise a mix of Nile and coast assets. Dollar-linked costs make many coast rate grids a forex conversation.
