    How developers sell homes in Turkey

    A developer acquires land — from Emlak Konut tenders, from TOKİ partnerships, or from private owners — then sells off-plan units with a down payment and staged instalments that have been rewritten every time the lira moves. Earthquake-code compliance after 2023 is now a gallery talking point, not only an engineering file. TOKİ product is social and mass housing with its own application path. Emlak Konut is the listed land-development vehicle that feeds private houses through revenue-sharing. NEF, Ağaoğlu, Sur Yapı, DAP and Ege Yapı run Istanbul and coastal brands with different price bands. Rönesans Gayrimenkul sits on mixed-use and selected residential.     Market structure

    Launch pipeline by theatre

    Istanbul still holds the largest private calendar: European-side towers (DAP, selected NEF and Ağaoğlu files), Asian-side communities, and Emlak Konut revenue-share plots that feed those houses. Ankara’s pipeline is TOKİ-heavy with a mid-market private tail. Izmir adds Aegean resident demand. Antalya and the Mediterranean strip add foreign-buyer apartments whose legal path changes with each title circular.

    Earthquake-code rebuilds in affected provinces are a separate calendar and should not be averaged into an Istanbul off-plan story. Tracking launches by theatre and by whether Emlak Konut or TOKİ land sits under the phase is the starting point.

    Off-plan versus ready homes

    Off-plan instalments are the private developer’s main product, with terms that reprice when the lira moves. Ready apartments in completed Istanbul and Ankara stock trade through brokers and can be mortgaged when rates allow. After 2023, buyers ask about code compliance on both off-plan and ready stock.
