    Ministry file, then HORECA, then organised grocery

    A Turkish hall registers with the Ministry of Agriculture and Forestry’s food-control system and must match the Turkish Food Codex on hygiene, labelling and, where relevant, alcoholic-beverage rules. Provincial directorates inspect. That is a ministry-led stack, not an SFDA clone, and it is why regulatory affairs in Istanbul still talk about Tarım when they mean the factory file. After the stamp, biscuits and confectionery leave Ülker, Eti and Şölen toward traditional grocers as well as toward BIM, A101 and Migros. Milk and cheese leave Sütaş and Pınar toward both household fridges and hotel breakfast. Tomato paste and meals leave Tat and Tamek toward household jars and toward industrial kitchens. Banvit birds and Kerevitaş frozen leave toward grocery freezers and toward catering. Anadolu Efes, Tuborg and Coca-Cola İçecek sell draught, fountain and cooler contracts that a household panel only partly sees. PepsiCo snack halls feed kiosk impulse. Unilever’s Algida and Knorr professional ranges split ice cream and chef packs.
