    A plant’s commercial licence sits with the Ministry of Commerce. The industrial-city stamp sits with Mesaieed Industrial City or Ras Laffan Industrial City. QatarEnergy’s shareholder or offtake role is a third conversation that does not replace those papers. Feedstock then splits. Qatalum takes alumina and power. Qatar Steel takes iron units. QAFCO takes gas and nutrients. Pearl GTL takes gas into liquids. Offtake is a named buyer — a Gulf contractor for steel, an export vessel for aluminium or urea, or a QatarEnergy-linked system for GTL products. Labour and security badges at Ras Laffan are a closed-city conversation a Doha office tour never sees.
