    A Qatari hall or an inbound container clears the Food Safety Department — port health for imports, establishment inspection for local packing — against Qatar technical regulations. That stamp is the clock. After it, fresh milk from Baladna travels a short cold chain into Al Meera catchment stores and into hotel breakfast specs; ambient Almarai cartons sit in the same fridge without doing the same job. Flour from Qatar Flour Mills leaves mill doors toward bakeries and toward staple bays. Widam and Mazzraty move red meat and further-processed protein into grocery and into catering. Water halls — twenty of them on the MoCI count — fight in coolers and in five-gallon contracts. Ready-meal and juice plants supply both retail and HORECA. Al Meera’s public-retail hybrid still sets listing temperature for grocery SKUs; Lulu and Carrefour are the comparison set; family grocers still move value water and flour.
