    How a Kingdom contractor grade becomes a package award

    Classification sits with the Ministry of Municipalities and Housing and the Balady services that replaced the old MOMRA counters. A firm uploads audited financials, equipment lists and engineer headcount; the grade then caps the riyal value it may bid. Giga owners add a second filter: Red Sea Global and NEOM run their own prequalification portals, safety scores and local-content grids that a municipal grade alone does not satisfy. Payment is not a single treasury. A Riyadh municipality school follows the Ministry of Finance payment cycle; a NEOM worker-housing package follows the destination company’s milestone certificate, often countersigned by SAPAC or another PMC. Materials land at Jeddah Islamic Port, King Abdulaziz Port in Dammam, or King Abdullah Port, then move inland under a logistics house that the contractor named in the method statement. Labour camps need Ministry of Human Resources quotas and municipal camp licences before the first pour.     Offtaker versus trade contractor

    Red Sea Global and NEOM publish supplier codes and hold town halls that make them look like builders. They are not. The invoice for concrete still comes from El Seif, Almabani, a Chinese vehicle or a specialist marine joint venture.
