    How an SFDA cosmetic file reaches a Riyadh kiosk or gondola

    Every cosmetic, perfume and personal-care item the SFDA treats as a cosmetic must be listed before it may sit on a Kingdom shelf. The manufacturer or importer holds an establishment record; the SKU then rides the notify path with a formula and label pack the authority can audit. Local oud houses often fill in Riyadh or Jeddah halls that already hold that record; multinational SKUs arrive through a local affiliate or a designated importer who files on their behalf. Once the file is live, physical offtake splits. Prestige and masstige colour and fragrance go through Faces, Sephora and selected department-store beauty halls in Riyadh, Jeddah and Dammam.
