    How the market is structured

    How a Saudi food plant reaches kitchens and shelves

    Every factory, warehouse and water line that the SFDA treats as a food establishment must sit on the Ghad platform with an industrial licence from the Ministry of Industry and Mineral Resources before the Food Sector will issue a manufacture permit. Bottled-water and ice halls add a water-source approval from the Ministry of Environment, Water and Agriculture. Once the hall is legal, product still has to match Gulf and SFDA technical regulations on labelling, hygiene and, for meat, halal slaughter certificates that importers already know from the ports. The physical route then splits. Retail long-life dairy, juices and bakery go through Panda, BinDawood, Othaim and Tamimi plus a still-dense grocer belt outside the three big cities. Fresh poultry, frozen protein and oils also leave the same gates toward hotel, hospital, catering and quick-service commissaries — Almunajem, Tanmiah and Americana sales teams treat that food-service book as a separate P&L, not as leftover grocery volume. Unilever Food Solutions and Nestlé professional ranges ride the HORECA side with chef specifications and pack sizes that never appear on a household planogram.     The sibling FMCG directory for the Kingdom correctly puts detergents, nappies and home care next to dairy because that is how a trolley is built. This page refuses that mix on purpose. A food-and-beverage manufacturer study asks who holds the SFDA hall licence, who slaughters, who bottles water, who mills wheat, and which chef or commissary takes the case.
