Beauty & personal care directory 2026

Cosmetics & Personal Care Companies in the UAE

A Huda Beauty palette sold in Dubai Mall is a MOHAP-notified cosmetic before it is an influencer story: the product must sit on the ministry’s listing path, the importer or local manufacturer must hold the matching record, and the first offtaker is often Makeup City or Sephora, not a Carrefour aisle.

Huda Beauty and Kayali are the two Dubai-born houses BioNixus starts with when a global beauty team asks who actually built a Gulf brand that specialty retail will fight for. Makeup City remains the homegrown specialty chain that still opens doors L’Oréal cannot buy with a single national listing. Faces and Sephora take the rest of the prestige gondola in Dubai and the capital; they are trade. L’Oréal’s UAE affiliate and Unilever’s personal-care desk fill the mass and masstige volume that grocery and pharmacies still move. This directory names those houses, the three specialty retailers and the MOHAP cosmetics desk. It leaves detergents on the FMCG page and leaves attar-only kiosks that never filed a MOHAP notice off the table.

    How the market is structured

How a MOHAP cosmetic notice reaches a Dubai Mall gondola

The Ministry of Health and Prevention runs the federal cosmetic notification that a SKU needs before it may sit on a mainland shelf. Free-zone filling in Jebel Ali or Dubai South still needs that federal notice plus a zone establishment record. Huda Beauty’s operational story is Dubai-native but the legal file is still a MOHAP notice and a trade licence. Once the notice is live, offtake splits by door. Prestige colour and fragrance fight for Sephora, Faces and Makeup City in Dubai Mall, Mall of the Emirates and the capital’s Al Wahda and Yas halls. Mass personal care rides Carrefour, Lulu and the pharmacy chains — a different buyer, a different promo calendar. Abu Dhabi specialty merchandisers do not automatically copy a Dubai planogram; a launch that only books Dubai Mall will under-cover the capital. Airport duty at DXB and AUH is a fourth door that Kayali and the oud-adjacent Gulf houses already treat as their own P&L. BioNixus therefore builds a UAE cosmetics study around the MOHAP notice, the named specialty buyer and the emirate door, not around a federal “beauty market” cell.

    Local

Huda Beauty, Kayali, Ajmal and Swiss Arabian — Dubai and Sharjah houses that still own a colour or attar story the affiliates cannot copy.

    • Huda Beauty
    • Kayali
    • Ajmal Perfumes
    • Swiss Arabian

    Multinational

L’Oréal, Unilever and Coty-type books. The question is which door files the sell-in, not whether the group rented an office in Media City.

    Regional

Gulf fragrance houses already sit in the local row here because they manufacture in the Emirates. Visiting Kingdom oud brands appear as import lines.

    Pharmacies, beauty retail & distributors

Makeup City, Faces, Sephora and Paris Gallery as specialty offtakers, pharmacy beauty bays as the mass-derm door, and MOHAP as the notice desk.

    Market structure

Dubai Mall colour versus capital specialty

Dubai Mall and Mall of the Emirates set the colour conversation. Al Wahda and Yas set a slower, more franchise-driven capital conversation. Huda Beauty can be in stock on one side of the country and thin on the other in the same week. BioNixus pairs those doors on purpose.

Sharjah’s Swiss Arabian halls and Ajman’s Ajmal roots are manufacturing facts, not retail footnotes. A colour brief can skip them; a fragrance-sourcing brief cannot.

    What is moving

What is moving beauty and personal care in the UAE

    Dubai-born brands as principals

Huda and Kayali flipped the old importer script. Global teams now benchmark against a Dubai house rather than treating the Emirates as a warehouse.

    Three specialty doors, two emirates

Makeup City, Sephora and Faces do not share a planogram. Abu Dhabi merchandisers copy Dubai late, if at all.

MOHAP notice as the legal clock

A free-zone fill without a federal notice is not a mainland sale. Launch weeks slip on the listing queue more often than on the creative.

    Duty-free as a parallel book

DXB and AUH still move fragrance that mall gondolas never stock in the same depth. A mall-only mystery shop under-reads Kayali and the oud houses.

    BioNixus fieldwork

How BioNixus studies cosmetics and personal care companies in the UAE

The accounts above are the ones our field teams and analysts work with. What a brand team typically commissions from us in the UAE:
    • Same-weekend mystery shops of a Huda SKU at Sephora, Makeup City and Faces in Dubai Mall and Al Wahda.
    • Kayali duty-free versus mall stock counts at DXB and Mall of the Emirates.
    • MOHAP-notice walkthroughs with affiliate regulatory staff before a promised colour drop.
    • Sharjah filler tours at Swiss Arabian-type halls when the brief is sourcing rather than gondola.

    Questions

    Frequently Asked Questions

Who regulates cosmetics in the UAE?

The Ministry of Health and Prevention runs the federal notification. Free-zone halls add a zone record. Municipalities inspect shelves; they do not issue the notice.

    Is Makeup City a manufacturer?

It is a specialty retailer. It decides whether a new colour line gets a second door. The MOHAP file sits with Huda, L’Oréal or a named importer.

Which houses should a colour brief name first?

Huda Beauty, then L’Oréal’s prestige desk, then the three specialty retailers. Add Kayali only if fragrance is in scope.

Do Dubai listings automatically cover Abu Dhabi doors?

The federal notice is national. The gondola is not. Capital specialty buyers still run their own appointments and stock depths.

What fieldwork does BioNixus run on UAE cosmetics?

Paired Dubai–Abu Dhabi mystery shops at Sephora, Faces and Makeup City; Huda and Kayali stock audits; and MOHAP-notice walkthroughs with affiliate staff.

Does the table rank UAE beauty brands by sales?

Rows mark houses we file, doors we shop, or the ministry desk. They do not claim a league of dirhams.
