    A private developer (Bahria, Imarat, Lucky/Creek, selected Karachi and Lahore houses) launches a scheme, sells files or instalment units, and builds when receipts and permissions allow. DHA releases phases through cantonment boards; buyers need membership and transfer procedures that a Bahria file does not use. LDA in Lahore and CDA in Islamabad approve private schemes and also release their own sectors. Emaar Pakistan, where the file is still active, sells a Gulf-branded product with a different gallery grammar. Ready houses inside mature DHA and Bahria phases trade in a deep dealer market and can be mortgaged more easily than a new file.
